Yeah, there are checks on targeting and authentication but POTUS has ultimate authority to launch. As long as his order is authentic the nukes start flying.

Absolutely i.e. move, move quickly, modify/change/adapt, move, move quickly, etc. All it appears to be is large data dumps and than they sort and collate the results. It's not about clearance it's about the process of making changes. It's usually only the most experienced that have access to prod and even then there are many checks before rolling out choose. They're literally making code changes to very old systems they've been in for only a few days. This isn't just data dumpsIt just appears to be large dataset dumps, they than can do whatever they want with their copy.
The problem isn't what is going on now, the problem is these things have been going on for years.... this is the solution.
