Yeah, this was accidental. Israel or any other military power wouldn't be dumb enough to do this in a city center. It's simply not at all strategic, in fact it's reckless at best and the population you're killing is mostly civilian.

Norway knows when a reactor in east Russia farts so I’d imagine that sort of intel would be leaked quickly. Mushroom clouds are associated with nukes but by no means exclusive to them.
