In regards to classification and deciding on what records are that of the Executive, Congress has no authority to restrict the Executive.
What is your basis for that opinion? Congress has already done just that. He may keep personal records, but records relating to the official duties of the presidency must be turned over. Stop buying into that nonsense.
Once the President leaves office they do. That is part of what the Presidential Records Act does.
His personal records, yes ... but according to the Presidential Records Act of 1978, the President must hand over all Presidential Records to NARA upon leaving office. They were entrusted by voters with nuclear codes and the Nation's highest secrets for 4 years. They are provided SCIF's to store the documents afterwards.

At the conclusion of the President’s term, the Archivist only ‘assumes responsibility for the Presidential records.’ . . . PRA does not confer any mandatory or even discretionary authority on the Archivist to classify records. Under the statute, this responsibility is left solely to the President.”
