One with more conservative values and the other with more repressive values. You could only be a citizen of one country or the other. All the resources were divided evenly. Each country had the same level of beauty, natural resources etc. The only difference is policy positions.
Would more democrats want to be a permanent citizen of the more conservative nation or would more conservatives want to be part of a repressive nation? Which nation would more independents choose? The one other thing is neither nation would change from their overall policy positions in the future.
