Obviously not all of their resources have gone into weapons. It is attacking the people depended on for necessities but at the same time it's attacking their occupier. I suppose that's a conundrum for them.
I'd say the Palestinians would much prefer to manage their rightful water resources than to rely on Israel but Israel doesn't go along with that.

I don't think Israel has let materials for such activity into Gaza for quite a while. There are desalination plants in Gaza but most are out of operation.

In the ensuing years before Oct 7th 2023, it was heavily reported they we're heavily funded by Qatar and Iran with most of the materials appropriated from relief materials. Including European donated materials.

Since Oct 7th 2023, Al-Jazeera has claimed it just comes from digging up water pipes from the abandoned Israeli settlements in the strip.

I'm sure a pair of two of Jordan's still get smuggled through Egypt, but the overwhelming majority of weapons smuggled through stopped when Muslim Brotherhood(Egyption Hamas) pissed Egypt off. So Egypt flooded the tunnels.

I would have sealed it off and left them to their own devises. Keep importing/manufacturing weapons or develop your infrastructure, no more help or aid from us.
