Not sure about that. My wife's brother had his second child about a year ago, he was soon after escorted by the police to the local hospital for his vascetomy. He lives in the country.hmy:

The stuff I read (of course it was Wikipedia so take that for what it's worth) said the policy applied to about 1/3 of the population.
