If Joe Pa wanted to hide Sandusky's actions, why did he tell the AD?

They didn't charge, but when the police chief did say he should have done more. He did do his part, but I think what angers people is the fact he knew what happened, even though he told who was supposed to, and let the whole thing keep on happening.
