Kennedy was basically going to shut down our intrusion into Vietnam, especially after the assassination of Diem. He fired Allen Dulles as a direct challenge to the CIA and their conduct dealing with Castro. Unfortunately he was assassinated before any changes were implemented.
Some good books on this are Robert Caro’s biographies of LBJ and Legacy of Ashes which is about the CIA.

Perhaps the better definition of where we are with Trump is a Welfare State.
