My guess is that he has been exposed to COVID from someone he works closely with.

That's how it works, although we currently don't know how long "immunity" or vaccine protection will work for this virus.

If you leave a virus alone, it does what it does and peaks it's head out every once in a while for refresher immunity. You give a vaccine to eraticate it and there is no refresher immunity, just another vaccine.

I think they are asking for some of the money they've sent to the feds only to be used in other states, to be returned to them during this emergency.

That looks like a trial is going to be conducted to determine the drug's effectiveness as a preemptive measure... but that only means that it hasn't as of yet been determined to be effective in preventing the coronavirus.
