What does the perception have to do with how many shots are getting into arms?
Kamala could have put cyanide in his bedtime glass of warm milk the night of the inauguration and we'd still be hitting 2.5M shots.

Most of those deaths are from people who were infected prior to his inauguration.

There's no denying that things are looking substantially better since Biden took office

The experts are the ones who botched the response in the first place! The experts also said a vaccine before the end of the year was impossible to deliver.

He has done nothing but ride existing policy and stay in his house. That shouldn't be acceptable from a potus

No one could have taken office and it was going to look better. That is what introducing a vaccine to a population nearing herd immunity, does to a pandemic.

You miss the point. Trump gave mixed messages and often undermined his own message and experts while simultaneously asking us to follow them.

If nothing else and all things being equal - the current administration isn't shooting itself in the foot by doing the same.
