or you know the building codes are much more stringent for government buildings and banks than they are individually owned single family houses....and yes a lot of it does start with making sure your building doesn't catch fire from the outside. clear space like plazas or parking lots make pretty good fire breaks, federal buildings and banks will have the capital and invested interest to maintain their properties accordingly.

*more on this, I am generalizing the heck out of this because I have never worked in Hawaii, but back in here in most of the continuous 48, the exterior of any business or institutional building is going to also require a non-combustible exterior material. Think about pretty much any government or bank building you have ever seen. Usually clad in some type of nice marble, maybe brick. With insurance premiums the banks also probably have a non-combustible sheathing behind the façade, and then its more than likely built with metal studs. Government buildings will be the same, but with a heavy steel/concrete structural frame as well. Sprinklers are a given as well. as well as a host of Class A materials on the inside that would lower the chance of the heat of a fire spreading to an unaffected space.

Don't know who you are talking to or why I'm lumped in this reply. I posted the article because Joe compared a minor house fire to what these people endured. The clown should be called out.

San Francisco was a very nice place. That's teh entire point it's current condition was done on purpose....to clear it out. People think the tent cities, drug infestation, homelessness, riots etc are a result of mere naive midmanagement, and I am saying that is not the case...naive voters to be sure. However these are controlled demolitions of urban areas to clear areas out, and get ready for the technocratic remake.
