Nope. You can concede whatever you want. It is easy when it's so obvious to anyone with a functioning CNS that you are willfully ignorant and you choose to be. As far as I being "unthinking "in your opinion, I concede nothing of the sort, after thinking about it for oh, a nanosecond. Wait, how could I do that if I was unthinking? Your opinion means less than nothing.I see how this could be a continuous loop.
Let's just concede the points:
I concede that you find me to be willfully ignorant.
Will you concede that I find you to be unthinking?
"Signature legislation"? Think of it as the same as if they were to impeach. They don't have the votes in the Senate and Trump would veto anything good. They passed an election reform bill if you want to count that as signature.
He hired good people and they prevented him from obstructing, fact.
If you look at the political landscape, about the only thing that might get bipartisan support would be immigration reform but whatever they come up with will one again be torpedoed by Stephen Miller. They don't need any legislation to be signed, all they need is to pass legislation that backs up their talking points and isn't radical in nature. They need to be seen as appearing to be reasonable and working on things that matter instead of constant attacks on the president.
This is my logic: You and I can talk about robbing a bank, plan a robbery, and I can ask you to rob that bank based on that plan. If you choose not to rob the bank, neither of us have committed Bank Robbery. If we prosecute based on asking favors and words... We'd all be in jail.

Ok, but the question was what signature legislation had the House passed. That was the major headlining bill. The dustbin of history is littered with those. If it doesn't get enacted they didn't pass anything but hot air. They knew what would happen. It was just Kabuki Theater, all show, no go.
