There is not TV contract if you aren't a part of the NCAA because you won't be able to play against the other teams, so they can and will do what they want if you want and you just have to accept it if you want to remain a part of the NCAA
It would be clear and reasonable if it were clearly against the bylaws.
One could argue that paying a football coach 4 times as much as the school's president is putting the interests of the athletic department ahead of the university, but no one would think to punish that.
They lose 90 scholarships over the next 5 years. 10 initially and 20 per year over the next 4 years. That's quite a bit more than USC.
Again I ask: why should it be up to the NCAA to decide where the money goes?

A guy just made a great point on the radio about why the wins should vacated.
He pointed out that Penn St did gain a competitive edge in these games by covering this up. Since they covered it up recruits that went there wouldn't have gone there had this been known. Great point
I could be mistaken but, all the schools choose to be a part of the NCAA. When I attended Lipscomb University they were not a part of the NCAA yet. While I was there that transition happened. Many Lipscomb officials talked about how happy they were to join and how proud they were to join the NCAA.
I don't particularly care for a lot that the NCAA does, but unless schools are willing to leave hem or form a union of some sorts then things won't change
