30 mph; I thought your justification, as stated earlier, was simply one of convenience. Traffic accidents are caused by those not wearing seat belts and they back up traffic on I285 and GA400.
Your scenario, unless you were doing 30 on one of those highways, does not lead to a traffic-jam of 100K cars.

My GF in college was from DC (one of the first cities to pass "hands-free" laws). When we visited, the idea was to not get caught using your phone. As you can imagine, it's a hard law to enforce. Kind of like jaywalking.
Its actually really easy to enforce. They park a squad car on one of the many roads that lead into DC, people driving from MD or VA are not paying attention chit-chatting away, once they get into DC they are pulled over. The border (for some) is difficult to know where MD ends and DC begins
Respect for their Being as an individual free agent.

I'm surprised this hasn't turned into a "risk to oneself" vs "risk to others" debate. Wearing a seatbelt/helmet/etc has rather limited impact on the rest of society (some might bring up insurance/medical costs) but I would think the biggest argument for the cell ban would be the safety of others as much as the person using the cell.
Maybe this was brought up earlier and I missed it (apologies) but to me that's always been where the heat comes from in similar discussions I've seen.
