Do you find it odd or normal for a perp to allow his victim to call the police in full view of them? And even talk to the police?

The correct question is whether this person, who several sources say has some history of delusion or psychosis, is capable of planning and executing a home invasion to kidnap the speaker of the house that lives up to your standard.
As to that, I have no idea. Because I don’t know David DePape.
But I do think that an inexperienced, mentally unstable criminal could have conceived a faulty plan and then failed to maintain good control of the situation. It’s quite conceivable that he could have panicked, not known how to respond, and reacted in a way that neither you or I think was prudent. That kind of **** happens every day, just not in the “failed attempted kidnapping of the speaker of the house” context.

Per “the narrative,” DePape didn’t know she wasn’t home. If she had been home, he apparently would have run smack into a platoon of Capitol police officers. So I’m not sure touting his planning abilities is really on your side, here.
Nobody pleads guilty at the arraignment. “Pleads not guilty” is in nearly every news story about every arraignment ever reported. I think I’ve seen one person plead guilty at arraignment. If somebody is telling you that’s evidence of anything you should stop listening to them.

They are either killed in general population, or they kill themselves in administrative segregation, within the first 3 years of their incarceration. He told the police the truth before he had spoken with a lawyer. His attorneys will probably use some type of insanity defense.
