Kind of sounded like the dispatcher was too dense to understand what was happening and he was trying to prod her into action by mentioning his wife's name and the Capitol police.Sounded a bit like he tried to call the Capitol Police, and was surprised he got SF Dispatch. May have called a contact in his phone for police instead of dialing 911.
It took the patrolmen 8 minutes to get there. That seems like a pretty reasonable response time, all things considered. It’s also plenty of time for an irate crazy dude to murder an 80 year old man with a hammer and leave. Trying to keep the guy calm seems like a sound strategy.
