people are always going to suffer. regardless of who is in power. so its not an argument of absolutes.

it took Carter about 5 or 6 months before he attempted the rescue. it ended up being diplomacy that freed them.
his weak presence on the diplomatic front before hand kept anything real from materializing, because no one respected him. even after the attempt talks failed for months until the Iraq Iran War began. it was the added pressure of the war that got them to come to terms.

the October Surprise argument never made sense because there is already an established Occam's Razor explanation that doesn't fit the hostage situation timeline. the Iran-Contra scandal fell fully within Reagan's time. and the need to get funds from Iran to fund the Contras wouldn't have started until 82, almost 2 years after the hostages were returned. so Reagan and his CIA must have been prescient about what Congress was going to do 2 years later.

its not the rescue attempt plan itself that was the issue.

his nice guy character kept the negotiations going on longer than they should have. their failure under his weak leadership lead to rescue attempt. and after the rescue attempt his diplomatic negotiations continued to go no where. it was only an outside change, war with Iraq, that brought Iran to the table.

a stronger president and those negotiations likely end before any attempt.
