I don't think the DOJ gives money to sanctuary cities but DOJ has legal authority to cut the funding.

You can mount a machine gun on a Master Craft but you aren't using it to take on the us navy. Same way we aren't counting a welded up Hilux as an APC.

I think total numbers aren't really telling us much. I'm picturing it's like a recruiting class that is ranked higher because they brought in 27 2-3* vs another team only bringing in 16 players but all were 4-5*.
