That might happen, but I wonder how many have considered the possibility that it gets spent on something else (or comes off of somebody else’s taxes) and we just end up paying higher taxes to replace federal services.

I absolutely believe it will get spent and not saved/returned. Pretty sure the budgets being proposed demonstrate that. However if it returns control back to the states then it's a positive to the citizens.
