The US government provides for the common defense by directly maintaining a military.
The US government promotes the general welfare by sending money to states to distribute for school lunches, special education, etc.
The preamble not mentioning taking from the rich to give to the poor is immaterial. That comes from our tax structure, which is constitutional.

It is constitutional, but the tax power comes from other Articles and amendments of the constitution, not the preamble.
