I take it as Heupel as the full resources available to him by the uppers it’s just his way of being picky or taking lesser guys at times that fit whatever he thinks in a team. So if this thing fails to win a Sec Championship we know which one is the reason whyYou're right-- we're not a "win at all cost" program and that's top-down. Our rivals are. You're also spot-on that UT is having to recruit around the perception that UT football is a next-tier down program-- not elite. They're having to chip away at this-- and proving it on the field is the path. The losses to UGA and Bama aren't as detrimental as losses to programs like UF and Mizzou. If UT had beaten UF this year, it would be a different narrative.
That said, I think recruiting reflects this staff's philosophy more than anything else. They prioritize keeping the players they have (and want) and bringing in guys who fit their profile and can be developed up the depth chart-- along with select plug-and-play portalers who fit very specific needs.

I watch Bama games because I want them to lose. How did he improve? He had only 2 games where his combined rushing and passing yards were over 300. His only highly accurate games were MTSU (1st game), Ole Miss (Game 3), MSST (Game 4), UTC (Game 10). 3 of those games are against bad teams. First 6 games = 66.6% completion %. Last 6 = 67.4%. He did have 12 TD's and 2 pics in last 6 vs 11 TD's and 4 picks in the first 6. I would argue he faced better defenses in the first 6 games vs the last 6. A&M and GA are a wash. Texas had the best defense in the Big 12. Auburn in the bottom half of SEC defenses. LSU was as bad as Vandy. UTC is not division 1. Check the stats, it is actually Joe Milton who improved more the second half of the season and he played Bama, Mizzou, and Georgia in that stretch.Milroe will end up getting drafted higher than you guys think. Unlike Milton, he has shown marked improvement as the season progressed, and he still has another year in college to continue improving.

Multiple players recieved cash payments from us and proceded to go play somewhere else. I'm just guessing that never happened to Bama or Georgia.The McDonalds bags thing just adds to the story for the media. Players were getting paid anywhere whether it was through a mcdonalds bag or handing them a stack of bills.
Of course Saban and Bama are some dirty cheaters. It just never made sense why programs like us and Ole Miss got in trouble for paying players when it was clear as it could be that Bama was doing it at a much higher level for many years. We just wanted the same blind eye to our payments that Bama received, not that we didn't do it or want to do it. I also didn't want us to pay Pruitt's buyout bc I can't stand that Bama bum but getting your entire program in trouble and having a ton of good players transfer out to avoid it didn't seem worth it.
