Butch and company couldn't develop 5 stars....There is a ton of un or under-developed talent among the 3 stars. The question is not whether it is there or can be developed, the question is whether your staff is the one to do it. Only time will tell, but so far I like Pruitt's chances better than Butch's.
It's more of a lunch pail class than people wanted-- or expected-- but there are some big wins in this group. HB doesn't get the credit he deserves and UT landed some elite in-staters. Six SEC teams are recruiting in the Top 10-- and three of them are rivals we play every year-- so everybody knows where we need to be. We'll have to fix a few things to get there, but it's a good class with a lot of upside. And we're not done.

Now that is an excellent question that actually addresses the numbers and study.It is interesting, and I think the numbers probably hold true to this day.
Where I feel people may take these numbers too literally is...they take them as a whole and don't take the time to look at other information too.
I could very well be wrong. I honestly haven't researched it either. It just seems to me that those numbers aren't being looked at hard enough. How many of those 3*'s went to fcs schools? The overwhelming number I would guess. How many went to low tier fbs schools? Still the larger number I would guess.
The true answer to the question (imo) lays in the question...what is the percentage of 3*'s that make the big time that come from P5 Schools?

There are 130 FBS football programs. That’s over 11,000 athletes at any one time. There’s roughly 3,000 players in each “class” that moves into the FBS as freshman each year.
Now there are only about 350 blue chips (4’s & 5’s) each year, the remainder are the 3’s & 2’s.
So it’s actually the 3 Stars that make up the overwhelming majority of the FBS.
Doesn’t answer your question of “high level” vs “low level” FBS. But the FCS doesn’t get many 3 Stars, the majority find homes at the FBS level.
