Division III is simply just not a very competitive level of competition, so it seems possible that they just put way more resources into the program than everybody else so they always have the best players and almost always win. It isn't like FBS where you have a number of schools that all put in equivalent amounts of resources.

Google is your friend. Here is wiki page of the coach that was there before Leipold 1985-2006 with zero D-III championships and nothing like the records Leipold had except for his last 2 seasons when again, he still didn’t win a championship.

The only reason I know about D3 football is because Salem is right around the corner and thats where the Stagg Bowl was ( coming back soon ) anyhow it was just wash, rinse and repeat with Mount Union and Wis. Whitewater every year. Every once in a while you'd get a wild card in there
