Who would pay to be verified?

Some will, some won't.

My view is that the more verified people you have, the better. I thought a few months ago Musk said that everyone should be able to be verified. This would be the reverse of that. I might pay a few dollars a month for Twitter features, but I wouldn't pay $20/month.
