One approach keeps the prison and justice system clogged, the other frees up money and resources for prevention and treatment.
My from experience working with rehab facilities for numerous drug addicts i know. 1. Major fear for recovery is jail......its a motivation...most time even more then kids...and family...so if an addict doesnt view family or other things as motivation, how will the treatment help...chances of relaspe without consequences are astronomical...

I'm talking about attempting to clean up these streets by getting many of these people off them.

And I'm mocking your feigned concern about what the streets of Philly look like. You don't think red hat rural areas are immune from this same drug abuse?
 
Im asking...since you support legalization??...not saying locking them up is the answer,just that its used as motivation in rehab

I support decriminilization for users, not legalization or trafficking. Don't move the goalposts.

Essentially isn't decriminalization the same, i agree on trafficking. Avg not can still use and advise hard drugs..
Our war on drugs experiment has been an abject failure. Our incarceration rates are embarrassing. We need to pull our heads out of our ass. Shocking prohibition creates massive more problems. I mean it's like we never dealt with that before.

There are drug issues, but red hat rural areas suffer more from a lack of manufacturing jobs and beautification due to home aging in the lower income communities.
