I would invite him to take a stroll over to this base I work at and take a look at the demographics of high level acquisition and engineering professionals that work here.

Again..if black people were being hired at lower wages and were most or more qualified than that is all people would hire...There would be this huge pool of qualified cheap labor employers would be pulling from. Lower wages and "as well or more qualified" would generate more business profits. But that isn't happening. HMM..must be something else afoot....
