The insurance companies and their stockholders lost money because the Trumps didn't pay the premiums and interest they should have. It's not like it's just one time at one institution. He did this over and over. If you count each stockholder the Trump organization defrauded it likely comes to thousands if not tens of thousands of people.

Say I have a house built and the contractor messes something up, as bad concrete pour on the driveway or patio, drywall where creases can be seen, bad paint job, shotty craftsmanship on wood work, bricks or shingles not laid correctly, bad plumbing or electrical work, etc. I would complain, and have complained, that it be fixed or the contractor does not get paid. MILLIONS of private citizens do this ALL THE TIME for it's the only way to make contractors responsible for the quality, or lack thereof, of the work they perform. Contractors (especially unionized thug contractors trump deals with) want to be paid a lot of money for the work they do so they better do a grade-A perfect job else trump, myself, you have every right to complain.The gangster hates paying people--anybody, any amount--and that's delicious about these big fines--now totaling some $440 million, including the Carroll case. He's always been financial cheat--and a golf cheat, and a political cheat. If he owes somebody a dime, he'll try to cheat him out of a nickle. He's been sued about 200 times by people claiming that he cheated them out of money, many of them contractors. He's notorious for agreeing to have some project done on, say, one of his golf courses for $30K, and then after the job is done he'll complain about some aspect of it and pay $20K and dare the contractor to take him to court. He's always been a cheat and a bully--at everything.

They want us to be more concerned about issues overseas than issues right here at home. And some of these fools continue to fall for it.

So will the court now review other users of the banks to see what other customers are following a similar pattern? They knew what Trump was doing, knew he was full of it. But they were not “harmed”.
But as has been pointed out - 63(12) does not require that there be victims, only a pattern of behavior.
