They can't offer an opinion on whether Trump intended to break the law because they aren't in Trump's head.

Are they allowed to speak as to why the charges weren't pressed by those other organizations that specialize in those crimes? Or are they just not "experts" according to the court?

This just goes to show the Trump prosecutions are political and is being coordinated with the DOJ/White House. Trump violated the gag order 9 times and was fined $9,000. They know that court stuff is beginning to backfire, so they’re backing off a bit.
