According to The Los Angeles Times, these dates just so happened to represent the run-up to "the height of [Operation] Fast and Furious":

So former Congressman Tiahrt asks the obvious question: “ Why sign into law the Tiahrt Trace Data Amendment with clarification language to share trace data with foreign law enforcement agencies at approximately the same time that “Fast and Furious” program illegally allows firearms to cross the border into a foreign country?”

Certainly this Holder– inspired change to Tiahrt was no coincidence. So why did Barack Obama and Eric Holder, hardly known for their attention to details of legality, suddenly consider this detail so important?

All of the above focuses on 'fast and furious' run out of Arizona but doesn't mention a similar operation in Texas that actually trafficed more guns than 'fast and furious', including some military grade hardware, a similar operation run out of Indianna and an operation run out of Florida that sent weapons to Honduras, an operation that Hitlery Clinton surely had to have been involved with.

Let's go for the trifecta, I call for the committee to call in Clinton and get her on record as perjuring herself also.

I'm guessing the intended angle being played there is that those involved had a very good idea of exactly the kind of people those guns were going to and their likely usage. (And only left wing nutjobs believe guns have the ability to kill of their own volition. :))

Agree or disagree about them being right I think that's how they are trying to portray things with that verbage.

Well, that is an interesting way to put it. You are distinguishing between guns based on which end up actually killing someone? Not sure gun nuts would or should approve of drawing a line based on that.

Ok, let's take the rest of that first line you quote from; "...to Mexican drug cartels."

Again, whether you agree with them or not the approach they're taking (IMO) is what Holder & Co did was akin to knowingly passing out car keys to drunks. The accusation is that they knew (or had every reason to believe) who was getting those guns and how they could/would be used.

The rip crew was in Peck Canyon that evening with the intention of stealing money and drugs from a specific shipment of which they had prior knowledge.

Sources claim the Department of Justice has been trying for almost a year to hide the key information — how the rip crew knew the shipment was coming through that night.

Criminal informants (CIs) are a common tool of law enforcement agencies. When agencies apprehend criminals, agencies often reduce or drop charges in exchange for information leading to the arrests of higher-ranking criminals. Earlier this year, reports claimed that Operation Fast and Furious weapons smuggled over the border were actually chosen by an FBI informant, and paid for with money provided by the federal government.

The rip crew knew to be in Peck Canyon that December evening because a CI working for the FBI found out about a smuggling run — from the FBI.

Neither the DEA nor FBI warned Border Patrol about the expected criminal activity.

The federal government will still not reveal if one of the two WASR-10 AK-pattern semi-automatic rifles located near the scene — provided to the Sinaloa cartel via Operation Fast and Furious — was the weapon that put a bullet through Brian Terry’s heart. The existence of a third recovered gun, an SKS carbine, has been disputed by the FBI despite the fact it had been talked about openly in the beginning of the investigation among federal agents.

Multiple sources tell PJM that this third weapon “disappeared” because it was the weapon carried by the FBI CI who ran the rip crew. When it was recovered near the scene of the murder and subsequently traced by the ATF, it traced back to the FBI CI via the gun shop in Texas where it was purchased.

In this case, the FBI and DEA failed to deconflict.

Neither agency bothered to warn Border Patrol to keep their BORTAC teams out of Peck Canyon that evening. As a direct result of this FBI and DEA failure — combined with Homeland Security forcing BORTAC units to carry less-lethal beanbag rounds in some of their primary weapons — Brian Terry’s under-armed four-man unit walked into an ambush against a heavily armed rip crew, at least five of whom were carrying rifles.

Brian Terry’s murder was entirely preventable. The incompetence of the DEA and FBI let his Border Patrol unit walk into an ambush. After the ambush, it appears the FBI tampered with evidence to cover up that one of their informants was involved with the murder of a federal agent.

And oh yeah, big sister at homeland insecurity had the border patrol agents armed with bean bags!

Documents obtained by CBS News show that the Bureau of Alcohol Tobacco, Firearms and Explosives (ATF) discussed using their covert operation "Fast and Furious" to argue for controversial new rules about gun sales.

ATF officials didn't intend to publicly disclose their own role in letting Mexican cartels obtain the weapons, but emails show they discussed using the sales, including sales encouraged by ATF, to justify a new gun regulation called "Demand Letter 3".

On July 14, 2010 after ATF headquarters in Washington D.C. received an update on Fast and Furious, ATF Field Ops Assistant Director Mark Chait emailed Bill Newell, ATF's Phoenix Special Agent in Charge of Fast and Furious:

"Bill - can you see if these guns were all purchased from the same (licensed gun dealer) and at one time. We are looking at anecdotal cases to support a demand letter on long gun multiple sales. Thanks."

Several gun dealers who cooperated with ATF told CBS News and Congressional investigators they only went through with suspicious sales because ATF asked them to.

Sometimes it was against the gun dealer's own best judgment.

Two months later, the same gun dealer grew more agitated.

"I wanted to make sure that none of the firearms that were sold per our conversation with you and various ATF agents could or would ever end up south of the border or in the hands of the bad guys. I guess I am looking for a bit of reassurance that the guns are not getting south or in the wrong hands...I want to help ATF with its investigation but not at the risk of agents (sic) safety because I have some very close friends that are US Border Patrol agents in southern AZ as well as my concern for all the agents (sic) safety that protect our country."

"It's like ATF created or added to the problem so they could be the solution to it and pat themselves on the back," says one law enforcement source familiar with the facts. "It's a circular way of thinking."

The Justice Department and ATF declined to comment. ATF officials mentioned in this report did not respond to requests from CBS News to speak with them.

On April 25, 2011, ATF announced plans to implement Demand Letter 3. The National Shooting Sports Foundation is suing the ATF to stop the new rules. It calls the regulation an illegal attempt to enforce a law Congress never passed.

CBS News asked the Justice Department for comment and context on ATF emails about Fast and Furious and Demand Letter 3, but officials declined to speak with us.

"In light of the evidence, the Justice Department's refusal to answer questions about the role Operation Fast and Furious was supposed to play in advancing new firearms regulations is simply unacceptable," Rep. Issa told CBS News.

Senator Charles Grassley has called on Assistant Attorney General Lanny Breuer, who heads the Justice Department’s Criminal Division, to hand in his resignation over his apparent mishandling and misleading testimony about his involvement in the oversight of Operation Fast and Furious.

Speaking on the Senate floor, Grassley was blunt in his criticism of Breuer:

I’ve done oversight for many years, and in all that time, I don’t ever remember coming across a government official who so blatantly placed sparing agencies embarrassment over protecting the lives of citizens.
