I’m sorry about your wife. I think we all agree education needs to continue and that there’s value in having kids go to a brick and mortar school. To solve this the best way possible people need to keep those main 2 ideas in mind and take actions towards those goals. Obviously, in your situation there needs to be flexibility. The same goes for anyone else that has a reason not to teach in person. Start slow to build people’s confidence so maybe students just go a couple days a week at first with the class split in half so half goes Mon/Tue and the other half Thur/Fri with Wednesday as a cleaning day. I’m just brainstorming but the point is that we need to start figuring out how we are going to get this done rather than focusing on why something might not work.Teachers don’t have kids or get sick. My wife has cancer and several teachers I work with are over age 60. I guess I can sleep in a tent in the front yard and talk to her through the window
My understanding is federal funding applies to a whole bunch of things. Here are some articles about what federal funding does for schools and how it gets there. I can tell you that my middle son is in the special ed program here in Knoxville and they have a great program starting with Child Find to place your child in the proper school.Federal funding generally funds students with disabilities not teacher’s salaries that is at the state level. Those services still have to be provided if students are not on campus.
Schools exist for a reason. Parents are there to teach values and life skills, schools are there to teach algebra, writing skills, etc. so it can be frustrating for working parents that are forced to work from home and make sure their kids are doing their school work properly.
Which is almost everyone I know since grandparents taking care of kids is a luxury few have. If a parent is not at home they use after care. Exactly like most have been doing for the last couple of months with no issues

Again, I’m sincerely sorry to hear about your wife. My mom died from it a little over 2 years ago. She was diagnosed in Feb ‘18 and died 23 days later. She never even got a chance to get treatment but she had survived cancer 25 years before. Her dad also died of cancer so I’ve seen plenty of it up close. I hope your wife’s was caught early and that she’s doing well.
I would propose this
Any school that doesn't want to open, fine
No teacher, no one in administration and no democrat teacher unions get paid
The money that is allotted per student gets returned to the parent who is struggling to figure out how they can work and home school their kids
