What is your logic behind this? If a large city and small town have the same crime rate, what makes the large city more dangerous? The sheer amount of crime?

His logic is he has been taught about all the scary people in the city and no matter the facts he thinks cities are dangerous and all rural areas are Mayberry. Sadly many misinformed people think this way.

There's a ton of information about Pentagon correspondence with different people in government, including readouts of meetings with POTUS and I didn't find anything. To be fair though, it could be above my classification but that's incredibly unlikely
