If you want to assert that James Clapper was lying to Chuck Todd, that's fine. Paul Manafort has been the subject of an FBI investigation since 2014 - well before the campaign - it's clear he was under surveillance and it's been reported by multiple outlets that the FBI did obtain a FISA warrant on two different occasions to continue this surveillance.

If we are talking Comey talking to Congress - he was under oath; you can't play dumb. He could have said he cannot talk about it (which he did in reference to other matters) or say I can only talk about it in closed session.
He can't say he doesn't know anything about it if indeed he did know something about it. That's perjury.
I don't recall specifically what he said so I'm not accusing him of anything but he can't play dumb as you suggest.
Clapper clearly said not only did he have no knowledge of any wiretap but that no FISA warrant was issued. Of course he was talking to the media at the time so he is free to play dumb, lie or whatever.
The prior administration was spying on the Trump campaign.
The FBI's investigation of Manafort goes back to 2014. Obama wasn't spying on Manafort - the FBI was. Now, if Trump has been caught up in that surveillance, he should blame himself for not having Manafort properly vetted. He should also blame himself for hiring Michael Flynn as National Security Adviser. He had red flags concerning both of them.
