The fact that the UTAD will not cooperate with businesses or boosters on anything NIL related has nothing to do with the any law the legislature has or will pass. Tennessee athletics has been on a downhill slide since the AD was removed from under the university and placed under the UTK chancellor. It gives too much control to academics that don't understand how big time college athletics work.

If I’m not mistaken, Chancellor is over campuses (such as UT-Martin where I obviously went) whereas President is over the entire UT network
