While I've posited just such a tactic myself I've also struggled with the idea. It's just somehow hard to imagine the government would actually just outright take the tactic "Well...let's just go with aliens.".

Maybe it's just growing up with X Files and having the government hell bent on denying they exist but it feels like just stating the unexplained is probably beings from a civilization far more advanced than ours visiting our planet would bring it's own set of problems.

The purpose (and narrative) has morphed throughout the years as the culture has changed.

Fifty years ago, the alien explanation served to label anyone who might have knowledge of black programs as a lunatic conspiracy theorist. Now, with religion waning, space exploration (due to Space X) interest increasing, and a general yearning for a higher competence in a sea of incompetence and chaos on Earth, aliens provide a seamless cover for those who want it to be so desperately true.

If aliens are visiting Earth, they almost certainly are not moving through spacetime. The physics of that just don't work. All UFO evidence clearly shows objects moving through spacetime.

They would have to be using alternative dimensions (in which all the theoretical math of physics point to) or making use of nonlocality on a macro level. Neither of which would need spacecraft.

If aliens wanted to be known, they would make themselves known unambiguously. If aliens do not want to be known, they could easily spy on us without humans ever having the faintest clue. This idea that they are spying on us via their spacetime traveling spacecraft with the US government actively and competently covering it up for decades is as laughable as flat earthers.
 
I don't believe they are nuke sniffers either. Otherwise, if it was that urgent, they'd be running them thru the day too. I suspect they're doing some testing/running drills on some new classified tech. No other reason for them to be running aviation lights.

I think we (Earths inhabitants) might be just like a Zoo, or a Safari to visitors. Any civilization advanced enough to get here by any means...is likely so far advanced that we might as well be Gorillas, or Lions, or Dinosaurs. Perhaps visitors come here just to observe the strange species that inhabit this planet, so primitive, ignorant, violent, and damaging to their own planet. We must like a bunch of monkeys throwing feces at eachother. OR they could be humans from the future, having figured out that time is not a linear and unstoppable march towards destruction...but that poses some serious problems that science fiction has tried to illustrate repeatedly.

At any rate, the sheer magnitude of the universe and unimaginable amount of stars, planets etc all but guarantees that we are not the only life...nor the only "intelligent" life..but rather 1 of countless worlds that contain living things. Among those its likely that half of them predate life here on Earth and harbor more intelligent lifeforms. I also believe that we are just now beginning to understand quantum states which you mentioned...that can completely change physics as we currently understand them. I think one day, if humans persist, we will look back on the idea that the speed of light as a universal speed limit and mock it. The same way we now mock flat earthers. Hell, we dont even understand gravity. No idea "how" or "why" all we know about gravity is that it exists. We are still incredibly ignorant about the universe around us...and currently most scientists are making up crap to account for the 90- 95% of all matter in the universe that is inconveniently "missing" from our calculations. Lets call it "dark matter" and "dark energy". I don't feel confident enough about our current science to make definitive claims about anything pertaining to UFOs. I think we are way too ignorant as a species to do that honestly.

If they are sniffers, the gov can't run them during the day. People would recognize the attachment underneath that works as a sniffer. That would cause mass chaos.
