So let me get this straight.The USPS actually does receive funding from the federal government via the annual budget in the form of subsidies. For example, the President's Fiscal Year 2020 budget provides funding of $250 million to the U.S. Postal Service Office of Inspector General for on-going operational expenses. These subsidies are in the form of favorable borrowing rates and having restrictions on other companies regarding 1st Class Mail. They may not have always received tax dollars, but they definitely are now.
Not one single presidential election has been an all out vote by mail. Not one. Request an absentee ballot if you want to vote by mail. It’s a very simple process. I am going to make the Coronavirus an issue because it is highly relevant to this discussion. There is an unprecedented public health crisis associated with this year's election. There will be elderly people discouraged from standing in long lines to vote at certain precincts around the country, who will opt not to vote, unless they can do so by mail. Also, not all of these elderly people, particularly in the southeast, will be inclined to vote for Joe Biden. It's not a partisan issue. It's a voter disenfranchisement issue - involving the at-risk population, which is the elderly and those with pre-existing conditions which make them especially vulnerable to becoming critically ill after contracting the Coronavirus. These voters are not absent. They simply have a health concern which requires them to avoid large crowds. Trump wants to reduce voter turnout. That could easily be accomplished by drafting legislation that removes the funding burdens from the USPS. Those burdens placed on them by congress. That would infuse over $25bil by removing regs instead of printing $25bil and giving it to them.Do you guys pay attention to the damn news at all? He has admitted it!
President Donald Trump acknowledged on August 13th that he opposes a major stimulus deal with Democrats, at least in part, because he wants to stop an infusion of $25 billion to the Postal Service ahead of the election.

"If we don't make a deal, that means they don't get the money. That means they can't have universal mail-in voting. That means they can't have it."
For the purpose of trying to assist his cause of winning an election, Trump is more than happy to see the United States Postal Service "not work". That is textbook abuse of power by the president.
Question is, are they still being robbed blind by Congress. Unlike TVA, their funds are subject to reapportionment by Congress if needed.....that's my limited understanding of how they work.
