You are exactly right... had this been Americans bombing some random 3rd World country, this is exactly the approach we would have taken. No one is arguing that point. However, The Russians could not employ shock and awe in the Donbas because that would mean destroying a bunch of civilian targets and pretty much putting Russian civilian lives at greater risk and plus ringing up a higher price tag once the conflict is over and it is time to rebuild. Again, notice that outside of Mariupol and Severodonetsk/Lysychansk, the remaining portions of Donbas, Kyiv, Kharkiv and Kherson are mostly in tact with all utilities, civilian locations and other civil services in place. Had the Americans been doing this, civil services would have been out in the first 3-4 days and large portions of the country would be in rubble.
