Not being a homer when I say this, but the sooner he verbals to UT the better. Right now he probably has a guidance counselor advising him. UT has a staff member that will guide him step by step to qualify. If he verbals before summer ends then I say its 85% he gets in. Every week after that he waits it goes down
Is he in summer school now because of these concerns? I know it's a stupid question but I was able to take 2 semesters of Biology from a community college while in high school a couple night a week. This allowed me to leave school after a few classes and go to work and meet the requirements to graduate and 8 credit hours toward my degree. That was before computers ruled the world and before teachers taught toward passing a standardized test. Shirley the resources are available and like you said the sooner the better.
