I'm pretty sure that if he's within 2 years of his original signing class he will go against the 25. Otherwise Saban would send kids to other schools for a year so he could get around the annual limit.

Now that there is a hard 25 limit you may see some of that. Things may have changed as there have been so many changes over the past few years but it used to be that transfers only counted against the 85. I don't keep up with it as much anymore but very certain that's how it used to be.
 
I believe, based on reading the NCAA regulations, that RR is an initial counter for Oregon since he enrolled early and presumably received financial aid. Because he attended class (and probably spring football practice?) he's considered a transfer to UT and thus only counts against the 85 limit. The 25 limit is "on the number of prospective student-athletes who may sign a National Letter of Intent or an institutional offer of financial aid from December 1 through May 31".

Nice research, well done. Technically, I think the discussion is all for naught. He will obviously count against the 85, and if he were a counter, it would be against the 17 class which has an available spot. You can't backcount guys anymore, so all that matters is classes year to year vs the 85 limit.

I truly hope it works out for him or he is gonna have a ton of regret down the road.

Mine was made on which one offered a degree online. Unfortunately, I didn't go to college until I joined the Army. Bright side is they paid for it. Just wished I had the college experience. I guess the Army is like a Frat though.

student-athlete recruited (see Bylaw 15.02.8) by the awarding institution who enters in the fall term and
receives institutional financial aid (based in any degree on athletics ability) during the first academic year in
residence shall be an initial counter for that year in football.

I went after the military and the college experience was great but doesn't compare to traveling all over the world with a group of friends that became like family. Got to travel to 8 different countries. I'll take that over frat parties all day.

Right. I saw somewhere that he was an EE at Oregon? So he would count as an initial counter at Oregon and then be considered a transfer under:

14.5.2 Conditions Affecting Transfer Status. A transfer student is an individual who transfers from a collegiate institution after having met any one of the following conditions at that institution:

(a) The student was officially registered and enrolled in a minimum, full-time program of studies in any quarter or semester of an academic year, as certified by the registrar or admissions office, provided the student was present at the institution on the opening day of classes;

(f) The student reported for a regular squad practice (including practice or conditioning activities that occur prior to certification per Bylaws 14.3.5.1 and 14.5.4.6.7), announced by the institution through any member of its athletics department staff, prior to the beginning of any quarter or semester, as certified by the athletics director. Participation only in picture-day activities would not constitute "regular practice";

(g) The student participated in practice or competed in a given sport even though the student was enrolled in less than a minimum full-time program of studies; or

Also:

15.5.6.3.9 Delayed Initial Counter Who Does Not Return to School. [FBS/FCS] A student-athlete who receives countable financial aid but whose status as an initial counter under this bylaw is delayed until the following academic year shall be counted against the initial limit the following academic year, regardless of whether the student-athlete reports for participation or attends the institution in that academic year.

So I think if he received financial aid from Oregon he's an initial counter there and would be considered a transfer to UT, only counting against the 85.

The stories I have from Korea, Japan, Thailand, and the Philippines.....

Also have great stories from Iraq but none involve alcohol. Got to see a lot of historical sites that are in the bible.
