All depends on how "history of mental illness" is defined. It will likely be defined 10 different ways if you asked 10 people. It could be defined in such a broad way where something like half the population would be disallowed from owning firearms, which is why I asked LG for his definition.

I'd start with any law enforcement documented history of threat to harm self or others or diagnosis of PTSD, schizo affective disorder, or substance abuse. Amend HIPPA to allow national law enforcement only database on this. Tie it to already existing NCIC database. Could be set up in less than a year, easily.

Just look at the Ribs guy that shows up to spout nonsense- he believes abortion is a Constitutional right (it's not), and that firearms aren't Constitutionally protected (they are).
