Only limit I am aware of is you can’t vote cross party in a primary runoff. Party registration isn’t required that I am aware. However on the data take it up with NBC News I’d guess they aren’t framing it any fashion to aid Trump.I thought Texas didn't have party registration.

No it won’t. Even if the House takes it up they don’t have the Senate votes required and the states will never ratify it.
No. Just no. The modification process for the Constitution is not a simple majority Congress vote. It will never happen.the senate gets rid of phillibuster gets simple majority, they pack the courts. They vote to abolish the electorial college, the packed court holds up the law. They add, DC and puerto Rico as states, its a one party rule.
