The good news here is that by refusing to take the test, he automatically loses his license for a year. So at least we know he won't be killing himself or anyone else anytime soon, hopefully.

In Tennessee, they changed the law so that declining to submit to the blood test carries the same penalty as the DUI, so he's guilty of one or the other. Same result, either way.
