I think it's hard to gauge just how successful he could be cause when rebuilding, you generally need to have a little momentum (winning) to start bringing in the the kind of recruits that you can build a solid program on.
Saban is a good example of that. Didn't have a lot to work with his first year or so, but once he started winning, recruiting stayed at a level that allowed Bama to step up to the top of the conference. Not that I think Louisville will be a powerhouse after this year, but if they win out, Strong has a LOT to sell recruits.
Let him have the same staff budget we are willing to give Gruden, and Strong would be a force in the SEC.
