Solution One: Gang tackle offenders. Beat and stomp them so bad, that only bloody tissue remains for the cops who finally show up to collect. When the punks realize how much it costs them to attack a passenger, it stops pretty fast.
Solution Two: Form bicycle herds for safety, and in sufficient numbers to cut into the CTA's profits. You'd be amazed how threats to their profits make a business more pro-customer. They will start taking overt action to protect their customers and profits.
I'm not mean, I'm proactive.
Here's another solution, lock up criminals and put them in prison for years.

Walmart is shuttering half of its stores in Chicago, mostly located on the crime-ridden city's south and west sides, that have been losing millions each year.
The four stores closing their doors have 'not been profitable' for several years, even after efforts to turn them around, according to a statement released on their website.
'The simplest explanation is that collectively our Chicago stores have not been profitable since we opened the first one nearly 17 years ago,' Walmart said.
'These stores lose tens of millions of dollars a year, and their annual losses nearly doubled in just the last five years,' the statement continued.
