The counter argument is money that can't get itself appropriated unless it's stuffed in the middle of a bunch of other things maybe shouldn't be passed at all. That in and of itself is more efficient. Now add the layer where it's pretty much known such pork has zero chance of passing on it's own merit and we now have a situation where there's no point in trying which would actually be the bigger leap in efficiency.I understand the small government perspective, but requiring each piece of a large bill to be separately discussed, passed, etc. as a standalone is by definition making Congress less efficient. Wanting Congress to do less is fine but don't act like it's an efficiency thing
