I think he could actually sign a Baseball scholarship to UT so his family doesn't have to pay out of state tuition. I do not think he would take up a football counter scholarship until he actually plays in a football game. CJP could determine in practice if he is the real deal before using a scholarship.
IF you remember Michael Williams (yes the one tied to AJ's rape case) actually transferred from Maryland on a track scholarship. He also practiced with the football team and didn't take up a football scholarship until he played in a game.
CJP could be thinking the same thing on the DT from TX that could get a track scholarship. He may have found another loop hole.

Am not familiar with this individual, but just saying that any player from this school deserves a serious look, as John Curtis H.S. is almost like South Louisiana's version of the IMG Academy. LSU takes plenty of J.C. guys.

I'm thinking that the quality of the other CB targets may be the reason they're not affected, not the number of CB slots.
No effect on other CBs isn't exactly the same as no effect on scholarships available, or no effect on any other recruiting targets. Not really clear what he meant.
