Not the same thing. State health departments have the legal right to require quarantines of non residents especially when most are from out of country.So Ricky, Bama, Luther would you guys be OK with a state requiring a US citizen wanting to visit show proof of funds to be able to afford the visit?
The only examples of controlled travel in this nation, that I can think of, were the japanese, or anyone asian, during WWII, and slaves. Otherwise it's never been an issue. Its alarming that it is becoming an issue. It may force back state control into a thing. If suddenly it starts mattering that you are a citizen of X state, and can travel to Y state that has a big impact.

Key word in your post "having" meaning they have the disease. They're not quarantining healthy people or requiring proof you don't have one of those diseases before entry.
This entire discussion is about state to state travel.During the last Ebola outbreak there was a list of vulnerable countries. Anyone arriving from those countries would be required to quarantine for a certain period if they tested negative and a longer period if they tested positive.
But I don't think it's a great example since there's a significant difference between travelling from a foreign nation and travelling between states.
So TN can set up border checks on I-75 and I-24 and check the vaccination status of other US citizens?
