So Ricky, Bama, Luther would you guys be OK with a state requiring a US citizen wanting to visit show proof of funds to be able to afford the visit?

Not in a way that is considered illegal.
What you have stumbled across is the fact that there are instances when interstate commerce can be legally infringed upon.
 
Yes Ricky it is unreasonable. NO state should be allowed to check a US citizens medical history for simple entry.
The states can choose what they want to do and Hawaii especially because more than 50% of it’s visitors are international not domestic. It’s not the same as say Iowa

Not the same thing. State health departments have the legal right to require quarantines of non residents especially when most are from out of country.
 
The only examples of controlled travel in this nation, that I can think of, were the japanese, or anyone asian, during WWII, and slaves. Otherwise it's never been an issue. Its alarming that it is becoming an issue. It may force back state control into a thing. If suddenly it starts mattering that you are a citizen of X state, and can travel to Y state that has a big impact.

They have border guards in CA preventing you from entering if you have fruit

HI is a US state or it isn't and if they can set arbitrary requirements on US citizens then so can other states.

In the interest of public safety TN should require proof of good mental health by anyone visiting or require an exam upon entering. How do you think that would fly in the federal courts?

Mental illness isn’t a communicable disease during a pandemic.
 
Then you have pointed out a severe problem we have if unelected bureaucrats can arbitrarily restrict movement of US citizens.
You do realize that the states regularly forcibly quarantine and sometimes even jail people for having tuberculosis and Ebola and violating health department orders to not go in public?

Nashville has a port of entry for international flights (or at least did at one time).

Does that mean TN (or any state with an international port of entry) can do the same as HI?

Key word in your post "having" meaning they have the disease. They're not quarantining healthy people or requiring proof you don't have one of those diseases before entry.

During the last Ebola outbreak there was a list of vulnerable countries. Anyone arriving from those countries would be required to quarantine for a certain period if they tested negative and a longer period if they tested positive.

But I don't think it's a great example since there's a significant difference between travelling from a foreign nation and travelling between states.

This entire discussion is about state to state travel.

Illinois to Hawaii = traveling between states

So TN can set up border checks on I-75 and I-24 and check the vaccination status of other US citizens?

They could. But they would have to apply the same rules to TN residents who had been out of state. I have two sisters that live in NY. They came down to visit, and upon returning they had to quarantine. NY isn't enforcing that any more, but they did for quite a while.
