I won't. This one has felt weird for awhile.
Did he release a Top 3? 247 now shows us out of it. Seems to show a Top 3 of Texas, Mizzou, and Georgia.
You can sign a financial aid agreement with Missouri and then enroll at another university. The financial aid agreement is not binding.
I'm sure there is a loophole to make the NIL contingent on being at Missouri, though they are not supposed to.
I am a Mizzou fan and am only responding to try to clarify some of the questions about the new Missouri NIL law. Yes, it is theoretically possible for an incoming HS senior someone to sign attendance papers in September, collect money, and then sign an LOI with a different school in December. It may even happen at some point, though IMO, it's not very likely. It is also true that the law says the NIL can't be contingent on someone participating in athletics, though it can be contingent on attendin classes. The prevailing thought is that companies offering NIL will have more than one option to mostly protect themselves. Most likely, a limited amount of money will be paid before the LOI is signed. For example, if a kid was being offered $100,000, he might only receive $2,500 (or some other amount) before the LOI is signed. I doubt if anyone will be paying big amounts. There were multiple legal people working on the wording of this law so I assume that the Ts have been crossed and the Is have been dotted.
Also, as several have stated, this only applies to Missouri residents. Missouri has no control over residents of other states. So the advantage if only for those in the home state. I assume other states will be passing similar laws for their own student-athletes. Barring, federal intervention, possible but not likely IMO, every school whose state has a similar law will have a big advantage in keeping their own state's recruits home.
As far as Ryan Wingo, there have been rumors that he might move up his scheduled December 20th commitment date, though they have not been confirmed by the family, so it's anyone's guess. They may be waiting to see what doing so earlier would mean financially IF he thinks uphe wants to commit to Mizzou. If not, obviously there will probably be no reason for him to move it up. I would lean towards a decision being much earlier based on what I have heard the last few days... Have heard late August and the first half of Sept., but I think the Wingo's are still trying to figure all of that out...

Crazy some of these kids only see the upfront money-- they could have good money now (not the highest bidder), and develop to end up making a lot more in the NFL by playing on a team that will have you the most prepared... Heck, with the NIL going, he could end up making more here if he shows it on the field in a few seasons... Maybe we still have a shot.
yeah, I don't think that contradicts anything I said. The Missouri law doesn't infer what other states can do.
and I really doubt that high school football in a singular state counts as "interstate commerce". out-of-state NILs aren't banned, that would be a commerce clause.
the equal protection clause notes similar conditions and circumstances. Unless universities are suddenly going to have to drop the instate/out of state distinctions I don't see equal protection being an issue for NIL deals. Geographic location seems to be an accepted and established "discrimination". and that also holds up for commerce as well, as pretty much every state I have heard of treats in-state businesses differently than out-of-state businesses.
