Should we require a passing grade on a US history and US Constitution exam to be eligible to serve in Congress? I have a pretty good idea of which party would come out on top for that one.
It was you that said red states trail blue states in quality of life in every measurable yet you haven’t let us know what those measurables are. Also if red states have such a bad quality of life why are people moving there?
Access to quality healthcare, climate, education, life expectancy, infant mortality, murder/violent crime rate, regressive laws, availability and cost of childcare (which has shot up in importance for young people looking to start a family because most can't afford to not have both parents work) etc. Cost of living isn't the only thing that matters to people. Also, what's important to families might not be important to retirees. Bad public education systems don't matter to retirees. Infant mortality doesn't matter to retirees. But those two things are very important to a family with young kids or a young couple looking to have kids.

Completely anecdotal but the majority of people I see moving to my little patch of TN are young people mostly of child bearing age or with kids. I haven't seen many retirees moving in.
