If I heard correctly he made a comment that it was not a functioning noose; I presume that means it was a fixed loop rather than a slip knot that gets tighter if you pull on it. That's kinda a defining quality of a noose along with the use.

The FBI concluded what the BW team and NASCAR could have in literally minutes: the noose was a looped rope used to open a garage door.

As I said before, it pains me to say it but Bubba and his team bear the brunt of responsibility for this racism dustup. He presumably asked no questions, ran with the story and fanned the flames.

No, his biggest crime is continuing to cry "it was a noose" instead of simply admitting a mistake was made. He could diffuse the situation easily, but decided to continue with the "racism" narrative. Racism was not in play here, and he knows that.

He doubled down then went on to talk about how he called for the confederate flag ban and basically said the people for it are dumb and afraid of change. Guess he hasn’t realized nascar’s decline since it started sliding to the “left”.

A noose by definition is not fixed. If this is what h said, then he clearly does not understand what a noose is, so in his mind, he's right. He's not trying to mislead anybody. He's just uninformed about knots. I did not know this distinction either, when I woke up this morning.
