If this guy was arrested for simply not being able to provide proper proof of citizenship, the police were wrong in doing so because that law doesn't exist yet. If this guy actually had proof of citizenship/residency with a driver's license and the police detained him anyway, then the police are doubly wrong in that they didn't follow this new law correctly, which wasn't even in effect yet anyway.
Either way, it's a screw-up with law enforcement, not the law. Sorry.

once again the department of justice is looking into this incident. so if the police involved here get punished (assuming they did violate the law) would you reconsider your opinion?
